The Development Bureau issued “Guidance Notes of Design for Safety” to give guidance on promoting “safe design”. “Design for Safety” aims to identify and mitigate hazards at the early stage of a construction project to minimalize the risk of injury. All the stakeholders involved shall contribute to publishing the “Health and Safety File” which contains all information about the risks and hazards before, during, and after the completion of the construction.
The designer of the project has the main responsibility to identify and minimize all hazards in the pre-construction stage/design stage. The designer is also responsible to provide adequate information about the potential hazards during the building lifecycle of the building to the client, contractors, and all other stakeholders involved upon the contractors’ reception of the detailed hazard information created by the designer, the contractor shall understand it and ensure safety during the whole construction period. The client oversees the project and ensures the designers and contractors are competent for the project.
The maintenance supervisor studies the “Health and Safety File” to ensure smooth maintenance of the finished structure. All duty holders (contractor, designer, client, and maintenance supervisor) have the obligation to ensure the safety of all people involved in the project.
“Design for Safety” shows a huge leap forward in safety risk management in the construction industry. The concept aims to eliminate and minimize hazards from the earliest stage because risks can only be eliminated in the earlier stage.
